NCA is seeking additional members to the NCA Roster with competencies and experience within WASH. Relevant and desirable profiles are WASH Programme Managers, WASH Technical Advisors, WASH Coordinators, Public Health and Hygiene Specialists, Climate Resilience and DRR Specialists, or other WASH related specialties.

NCA’s Roster contains the various profiles of personnel needed in emergency and humanitarian contexts. The NCA roster also provides support capacity to NCA field offices and to partners within the ACT alliance. As a WASH Programme Specialist you can be called upon to carry out shorter and longer missions in:

  1. Humanitarian settings where NCA has ongoing operations;
  2. On-set emergencies in existing or new areas of operation;
  3. Other humanitarian situations and tasks, as needed and based on your profile.

The position will be based where the need has been identified. This often includes high-risk countries.

Roles and responsibilities

  • Set up, initiate and manage WASH programme activities and/or strengthen existing WASH Team structures and capacities among NCA Country office and Local Partners, with an added focus on integrated programming with GBV and MHPSS components.
  • Play a key technical role in the first phase of NCA’s humanitarian response to slow and/or on-set emergencies in existing or new areas of operation, including leading rapid needs assessment and analyses and delivering timely and efficient emergency WASH activities accordingly.
  • Actively engage with WASH Cluster and other coordination structures, and with key stakeholders, including UN, humanitarian agencies, donors, community representatives and national authorities.
  • Support in the writing of donor proposals and reports and the development of response strategies.
  • Undertake responsibilities for WASH budgeting, together with NCA Finance, and WASH procurements (supplies, works and services), together with NCA Procurement and Logistics.

Qualifications

  • Minimum 5 years’ hands on experience from different humanitarian settings and in complex man-made, natural and climate related disasters.
  • Background in engineering, with specialization in water, sanitation, and environment, and/or public health or social science. Similar discipline and relevant experience are also applicable.
  • Solid experience in a) humanitarian WASH programme management and development b) Cluster and general coordination and/or c) in initiating, planning, and implementing emergency WASH projects according to sector guidelines, donor agreements and international standard
  • Knowledge of humanitarian donor requirements (e.g. OCHA, ECHO, etc.) and demonstrable track record in successful proposal writing.
  • Knowledge and experience of working with local partners, affected communities & local government authorities, including in remote and conflict settings.
  • Experience in leadership, management, mentorship, and capacity building.
  • Working knowledge in French and/or Arabic is a plus.

Duties and responsibilities

  • Set up, initiate and manage GBV programme activities and/or strengthen existing GBV Team structures and capacities among NCA Country office and Local Partners, with an added focus on integrated programming with WASH.
  • Actively participate and represent NCA in GBV AoR/sub-cluster and other relevant coordination meetings and with key stakeholders, including UN, humanitarian agencies, donors, community representatives and national authorities.
  • Undertake responsibilities for GBV project management including budgeting (activities, staffing, etc.) with project teams (finance, HR, procurement etc.)
  • Play a key technical role in the first phase of NCA’s humanitarian response to slow and/or on-set emergencies in existing or new areas of operation, including leading rapid needs assessment and analyses and delivering timely and efficient emergency GBV activities accordingly.
  • Collaborate with NCA MEAL team, ensuring monitoring and reporting on project implementation and progress, according to NCA results framework and guidelines.

Qualifications

  • Minimum five years of proven specialized experience in GBV prevention and response programming in conflict and post-conflict settings, with solid knowledge of international humanitarian standards for GBViE. Minimum 3 years of international experience.
  • Advanced degree in social work, social science, gender studies, humanitarian affairs, international development, or related field. Solid and relevant field experience can replace formal education.
  • Solid experience in training and capacity building, particularly using participatory approaches and methods for training related to different components of GBV programming.
  • Experience in supporting donor application and reporting processes and/or quality assure the technical components.
  • Willing to be deployed to medium and high-risk areas.
  • We are particularly looking for French and/or Arabic speakers (able to facilitate trainings in these languages).

Do you want to be a key actor in humanitarian projects worldwide?

As Humanitarian Coordinator (Senior Advisor), you will embark on an exciting position within the humanitarian sector in Norway, in one of its most dynamic humanitarian organizations. You, as a successful candidate for this position, have an overall understanding of the humanitarian system, including coordination, funding, and core standards. You are familiar with all phases of managing a humanitarian response project, with experience in M&E and the corresponding digital tools. You are a strong motivator and comprehend how to be a good team player. You adapt to work in sometimes chaotic environments, identify priorities and targets, and can rapidly advise and assist NCA's teams throughout a project's implementation. As Humanitarian Coordinator, you will either manage emergency response projects directly from the head office, or remotely coordinate and support responses implemented by one of our country offices. You will be expected to travel to locations of the humanitarian responses and/or NCA Country Offices.

The position is situated in the Humanitarian Division of the Department for International Programmes at NCA Headquarters in Oslo and requires moving to Oslo. We expect you to be able to travel to different country missions in Africa, Asia and the Middle East, up to 30% of the year. Each deployment will be associated with a detailed Terms of Reference developed by the specific country office.

Job description:

  • Plan, lead and manage humanitarian responses, depending on where the response is conducted from (NCA's head office or country offices), including responsibility for budget, planning, personnel management and exit strategies
  • Support and advise NCA's country offices in humanitarian operations and in emergency preparedness planning
  • Develop/update and promote standard operational procedures for NCA's global emergency activities, with focus on first responder role
  • Develop, revise and promote relevant humanitarian operations tools/guidelines
  • Build strategic alliances in the humanitarian sector (UN, ACT Alliance and other global humanitarian actors and donors)

Qualifications:

  • Master's degree in Political and Social Sciences,Economy or any other relevant field
  • More than six years' work experience in the humanitarian sector, specifically humanitarian programming and project management experience
  • Relevant M&E experience in a professional environment, preferably in emergency or post-conflict settings
  • Other technical qualifications connected to humanitarian fieldwork, familiarity with Food security,cash-based programming, nexus, GBV, WASH, are an asset
  • Experience with digital tools in humanitarian work (KOBO, ODK, Power BI and others)
  • Fluency in English, both oral and written. Scandinavian language is an advantage. Fluency other languages, especially French and/or Arabic, is an advantage.

Do you want to be member of Norwegian Church Aid's humanitarian team and be responsible for planning and implementing cash and voucher modality in life-saving humanitarian responses worldwide?

As Humanitarian Cash and Vouchers (CVA) senior advisor, you will embark an exciting position in one of the biggest humanitarian organisations in Norway.

As successful candidate for this position, you are expert on cash and vouchers assistance in humanitarian settings and understand all phases and key aspects of a humanitarian response and are professional in project management. You have been planning, setting up and implementing cash and vouchers modality in humanitarian programs in the field, as well as developing routines and policies and trained staff. You can work in sometimes chaotic environments, identify priorities and targets, rapidly assist NCA's teams towards implementation and have knowledge of response management. As CVA advisor, you will collaborate closely with all relevant stakeholders within NCA to make our responses even more effective and ensure quality programming.
