With a staff of 27 and an annual budget of $4.7 million, PILnet currently has offices in New York, Budapest, London, Moscow, Hong Kong and Beijing. Role and Responsibilities
Reporting to the Board of Directors, the President of PILnet will lead the organization and be responsible for its overall direction, strategy, management and performance. We expect the next President to provide strong leadership for continued innovation and growth. The position will be based in New York.

Responsibilities include:

  • Provide leadership, guidance, motivation and inspiration to PILnet staff to achieve the goals of the organization.
  • Ensure the fiscal health of the organization by working with staff to set the annual organizational budget and monitor financial performance.
  • Work with staff to identify and develop relationships with foundations, corporations, law firms and individual donors interested in supporting the work of the organization, and annually secure funds to meet the needs of the organization.
  • Lead organizational planning, identify strategic opportunities and support programmatic initiatives.
  • Cultivate and maintain relationships with PILnet’s key networks and partners.
  • Serve as a key spokesperson for the organization and represent PILnet in the media, in public presentations, in communications with other organizations, and with the community at large.
  • Work with an engaged Board of Directors to ensure oversight and enhance the work of the organization.

Qualifications:
The ideal candidate will have the following skills, qualities and experience:

  • Well-honed leadership skills.
  • At least ten years of experience including at least seven years in successfully managing and administering an organization or a significant program of an organization, including managing a professional staff.
  • A strong track record of successful, effective and creative fundraising.
  • Demonstrated capacity to work successfully with a Board of Directors.
  • A self-starter with a strong work ethic and a passion for social justice.
  • Demonstrated ability to think strategically and to implement programs that further the chosen strategy.
  • Someone who thrives in a highly collaborative and collegial environment, in which achievements are shared.
  • Proven ability to develop, maintain and leverage strategic relationships.
  • Strong communications skills, including the ability to write clearly, communicate convincingly, and advocate effectively.
  • A strong knowledge of public interest law, international human rights or other related social justice fields.
  • Experience serving as a spokesperson for an organization.
  • Willingness to travel domestically and internationally.
  • A history of significant international engagement, including an appreciation of local cultural context and ability to assess political risk.
  • A degree in law is preferred, but not required.

NCA est à la recherche d’un consultant pour faire l’évaluation du projet Badilika dans les provinces du Nord et Sud Kivu, République Démocratique du Congo (RDC). Le projet Badilika (« change » en Swahili), mis en œuvre par la Fondation Panzi avec l’assistance de NCA, a été conçu pour adresser des questions relatives à la redevabilité et à la bonne gouvernance. La mission du project Badilika est de travailler sur l'éveil de la conscience civique et de changer les mentalités, les attitudes et les comportements à tous les niveaux, avec pour objectif de restaurer la dignité des sans-voix.

L’objectif principal de l’évaluation est de :

  • Permettre à NCA et à la Fondation Panzi d’avoir des points de vue harmonisés par rapport aux objectifs, aux stratégies et méthodologies, aux groupes cibles, aux parties prenantes et aux ressources pour un partenariat pour la période 2015-2017.
  • Formuler des recommandations, à la Fondation Panzi sur les voies d’améliorer l’efficacité et l’impact de son travail de plaidoyer, et à NCA sur la nature du soutien le plus adéquat à apporter.

Un contrat devra être signé avec le consultant avant le 15 septembre 2015 et l’évaluation devra initier dans la première quinzaine d’octobre 2015. La durée de la consultance sera d’un maximum de 35 jours.

Qualifications

  • Diplôme(s) supérieur(s) dans les domaines pertinents.
  • Expérience dans les évaluations de projets, avec un accent sur les initiatives de plaidoyer – la réalisation d’une ou plusieurs études similaires en RDC est un atout.
  • Connaissance solide du contexte de pays fragiles et de la RDC en particulier – la connaissance des provinces du Nord et Sud Kivu est un atout.
  • Expérience avérée dans la production des documents de qualité en français et en anglais – la maîtrise des langues locales des zones concernées est un atout.

NCA is seeking an experienced and motivating leader to be based in our office in Islamabad, Pakistan. The Country Representative is the senior management position and has responsibility for the strategic leadership of NCA's office and Country Program in the region, which includes the further development and strengthening of the funding base. They will be responsible for representing NCA in relevant forums with national authorities, international and national organizations, donors, other faith-based alliances and partners as well as the media. Our Pakistan programmes focus on emergency response, disaster risk reduction, gender justice and peace building.

NCA's Pakistan office has 22 staff and an annual budget of approximately NOK 25 million. The office and its portfolio has been steadily growing over the past period. The position reports to the Director of International Programmes based in Oslo.

This is a two year contract with a February 2016 start date. Please note that this is a non-family duty station.

Job description:

  • Provide strategic leadership to NCA's Country Program in Pakistan and work to further develop the Program in line with NCA’s overall priorities and strategies.
  • Responsible for the operational management of NCA's office in Pakistan, which includes overseeing the finance, human resource and administration function.
  • Responsible for strengthening NCA's relations in Pakistan, including representation and networking with government, donors, partners and other stakeholders, including other ACT Alliance organizations.
  • Develop and lead the implementation of a diversified funding base.
  • Develop and oversee the organization’s collaboration with partners, including capacity building and professional development.
  • Develop and strengthen NCA's security and crisis management plans.
  • Contribute to communications, internal and external, related to NCA's program in Pakistan.

Qualifications:

  • Solid experience in project management, preferably from NCA or a similar organization.
  • Experience working with financial management, administration and HR.

This programme is part of NCA's ongoing GBV programme in DR Congo, with opportunities to scale up and adopt new strategies following best practices. In addition, Somalia, South Sudan and Mali are included as pilot countries for exchanging, sharing and learning best practices to prevent and respond to GBV. The programme includes elements related to humanitarian response, long term development and advocacy. The Regional GBV Programme Advisor will be assisting the further development and quality assurance of GBV interventions in DR Congo, Somalia, South-Sudan and Mali, in close collaboration with the country offices and head office.

The Regional GBV Programme Advisor will have dual reporting lines, and both be a member of the Department for International Programmes at NCA's Head Office, and the NCA Regional Office in Nairobi. The post holder will report to the NCA Area Representative.

Job Description

  • Facilitate capacity building of NCA staff and partners on GBV, advocacy issues related to GBV in conflict/post-conflict settings, advocacy methods, strategies, and how to effectively turn advocacy goals into actions;

  • Contribute to develop NCA policy positions and coordinate partner and country office representation in relevant national and regional forums;
  • Participate in national and regional policy processes related to GBV in conflict and post conflict settings;
  • Review NCAs advocacy handbook to include issues related to prevention, protection and response to GBV; and Develop Ethical Guidelines, Do’s and Don’ts on advocacy for GBV interventions for NCA.

Qualifications

  • Professional experience related to advocacy on prevention and response to GBV in conflict and post conflict settings and skills in gender and conflict analysis;
  • Knowledge of advocacy methods, and regional advocacy initiatives on GBV;
  • Solid experience in training and capacity building, particularly using participatory approaches for training related to different components of advocacy;
  • Experience with developing and implementing advocacy action plans;

Switzerland: Operations Manager, Field Support Team

NCA is seeking an Operations Manager to manage the Field Support Team ('FST') in the Global WASH Cluster’s ('GWC') rapid response and preparedness mechanism.

The Operations Manager, in close cooperation with the GWC Coordinator, will work to ensure that the FST meets its obligation to support the GWC in providing a collective emergency response. One of the key objectives for the FST is to provide both direct and indirect support to WASH coordination platforms and/or clusters to respond effectively to humanitarian crises at national and regional levels. The Operations Manager will provide leadership to the FST, which currently consists of ten team members, and will work to ensure that effective management and communication tools are in place, that activities are effectively monitored, and that strategies and capacity strengthening initatives are developed and properly implemented.

This position has an immediate start date and an end date of 31 December 2016, with potential for extension. The Operations Manager will be seconded to the GWC based in UNICEF, Geneva, Switzerland.

Job description

  • Direct managerial responsibility for the FST which includes overseeing inductions, administrative coordination, equipment management, pre/during and post departure briefing, identifying and implementing capacity building activities and providing ongoing support and advising on work-related issues and personal objectives for all team members.
  • Establish and maintain good working relationships with multi-cluster response teams / and coordination mechanisms, UNICEF, humanitarian stakeholders, technical and research bodies in order to foster learning, share innovations and relevant knowledge to enable common approaches in emergency deployments, especially with regard to cross-cutting issues.
  • Contribute to the review, refinement and promotion of coordination and information management procedures, tools and approaches adopted by WASH partners and contribute to their application within the FST.
  • Ensure pre-departure support for the FST to improve confidence and understanding of the context, the work expected and the appropriate tools, ToR and resources to fulfil the tasks and processes.
  • Liaise with the relevant HR departments for the different FST agencies to follow-up secondment agreements, leave, recuperation, entitlements and other HR-related matters.
  • Represent the GWC at relevant IASC and donor forums and network with operational organisations including UNICEF EMOPS, UNOCHA, IFRC, ICRC and others international NGOs.

    Qualifications

    • Minimum five years' experience managing medium / large teams in a humanitarian response / recovery context at a national and international level.
    • Experience with overseeing and developing humanitarian programmes, which includes project design, planning, implementation, monitoring, evaluation and administration across a wide range of partners.
    • Knowledge of WASH cluster partner strategies, capacities and commitment in relation to the cluster approach.
    • Knowledge of the latest developments and trends in emergency preparedness and response management related fields.
    • Current knowledge of social programming and an understanding of the various guidelines related to gender-based programming and the prevention of sexual violence.
    • Relevant higher education.
    • Fluency in English is required and knowledge of an additional UN language is highly desirable.

Principle Duties:

Afghanistan: Programme Evaluator Kabul, Evaluation of, “Building Resilient Communities for Sustainable Development and Peace 2013 - 2015”

1.Context and Programme Background

Norwegian Church Aid (NCA) with its long presence (since 1979) in Afghanistan, carried out an extensive review and planning process during 2012 to examine options for programme delivery from 2013 to 2015. This has fallen right into the transition[1] period in the country - perceived to be difficult and complex, with the risks that the security context and overall humanitarian situation may deteriorate. In addition, to this, Afghanistan has been suffering from a sustained and complex mix of violent conflicts, insecurity, underdevelopment, weak state infrastructure, limited capacity in civil society and a lack of participation by women and minority ethnic groups. Based on this, the programme to be implemented in such a period needed to be flexible and robust and adopt a holistic approach by integrating development and conflict mitigation processes while strengthening civil society institutions.

Examining the described situation, NCA Afghanistan applied for a three-year programme totalling 119 million NOK to implement the programme “**Building Resilient Communities for Sustainable Development and Peace**”, which aimed to link development and peace building while strengthening civil society. A key element of this programme, in this period of transition for Afghanistan, was to be attentive to the communities own priorities, and to mobilize and strengthen local capacities for development and peace, rather than bringing in external solutions to the Afghan context. The proposal for the programme was strongly informed by and built upon NCA’s previous programmes in Afghanistan "**Integrated Rural Development Programme 2010-2012**" and "**Promoting Women’s Engagement and Participation in Faryab 2012-2013**" and by a comprehensive context analysis process carried out during the second half of 2012. This process highlighted a number of critical deficits for the programme in the targeted provinces including:

  • · Security and protection deficits especially for women and children who are caught between several forces (government forces, the insurgency and local militias);
  • · Deficits in terms of access to justice and an overreliance on a weak and often dysfunctional local justice system; and,
  • · Equity deficits with limited access to basic services such as livelihoods, water and sanitation and lack of electricity.

To respond to the deteriorating security and humanitarian situation, the programme was designed to focus its efforts on addressing three threads of work: conflict mitigation, meeting development needs and strengthening civil society. These are interconnected, exacerbate each other and are reinforced by two rooted issues – power dynamics and inequitable and adversarial relationships. As such the focus of the programme was on the contribution to “resilient communities” which are capable of responding to the range of deficits in the target communities and the challenges which they will face during the Afghan transition process. The NCA intervention is based on the reframing and strengthening of relationships between rights holders and duty bearers with inclusive dialogue between stakeholders and a structured expression of concerns and aspirations.

Over the period 2013 - 2015 the programme was planned to reach 250 - 300 communities, including approximately 10 - 15,000 households in twelve districts of Faryab, Daykundi and Uruzgan provinces. NCA is currently engaged in these provinces as there are few other actors present, the development deficit is high, and there are specific ethnic and conflict dynamics in these areas. In both Faryab and Uruzgan there are increasing levels of insurgent activities with a deteriorating security situation. There are also high levels of inter and intra-ethnic tensions with incidents of violent conflict and potential for serious outbreaks of violence in Faryab and in districts along the border between Uruzgan and Daykundi. The deteriorating security situation combined with access constraints means that the communities in these districts are particularly vulnerable and in need of sustained and integrated development and conflict mitigation initiatives.

NCA’s long-term overall goal for the programme was: Sustainable development and peace in Afghanistan is promoted by building resilient communities. The following were the outcomes of programme:

  • · Outcome 1: Local capacities for peace are mobilized to prevent and transform destructive conflicts;
  • · Outcome 2: Traditional and religious leaders are challenged to address key drivers of conflict;
  • · Outcome 3: Women are empowered to influence and participate in peace building activities;
  • · Outcome 4: Women and men have diversified and increased their income;
  • · Outcome 5: Communities have secured sustainable access to renewable energy;
  • · Outcome 6: Communities are benefitting from sound, sustainable environmental services in water supply, sanitation and hygiene promotion;
  • · Outcome 7: A stronger, more inclusive civil society is proactively working for development and peace at community and district level; and,
  • · Outcome 8: NCA partners are transparent and accountable civil society organizations working for social change.

Based on this the programme components included support: for the development of agriculture and livestock, income generating activities using new technologies, access to markets for women, access to water and sanitation facilities, electrification through renewable energy sources, building local capacities for peace and strengthening civil society organizations.

The programme was implemented in partnership with 12 Afghan civil society organisations. NCA and its partners formed provincial Coordination Teams, which facilitated a participatory contextualized analysis in the communities in order to identify priorities and develop plans accordingly. This process aimed to mobilise people and resources in the communities, build relations and ensure a collective and agreed implementation process. It was believed that this approach would contribute to acceptance and ownership and enhance the impact of the programme. In particular, the increased focus on participation and coordination at local, provincial and national levels to lead to more integrated and strategic interventions, enhanced learning among stakeholders and ultimately to improved quality of life for Afghan communities. An evaluability assessment was carried out on this programme in 2013 and will be available to the consultant chosen. An endline study was conducted at the end of the programme in 2015, to measure change against baseline values.

2.Purpose of the Evaluation

The purpose of the external evaluation is to assess the impact of the programme “Building Resilient Communities for Sustainable Development and Peace”; how it has contributed to securing sustainable development and peace by building resilient communities. To do so, the evaluation will:

  • Assess and analysis impacts of the programme in comparison to the outcomes and goals set
  • Assess the synergy between the outcomes of development and peace to see if they have contributed to the sustainability of the intervention and if they have had an effect on the context at community and district level.
  • Examine the success of the different elements of the programme in building community resilience.

In addition, it is aimed to provide an independent assessment of the performance of the programme against targets and comment on what has worked and why and what has not worked and why. Specific objectives of the evaluation include;

  • · To assess the effectiveness of the programme and the extent to which it has achieved planned outcomes;
  • · To analyse the programme’s wider impact and contribution to sustainable development and peace in Afghanistan
  • · To identify best practise and advise how the programme could be strengthened to inform future programming, wider organisational learning and overall policy
  • · To make recommendations (at both operational and strategic level) regarding the future development of the programme
  • · To make recommendations on how to strengthen women’s participation in development and peace programmes in future
  • · To what extent the programme was up to accountability principles

3. Implementing Stakeholders

Stakeholder participation is fundamental for NCA evaluations. The consultant is expected to conduct a participatory evaluation with meaningful involvement of programme partners, right holders and other relevant stakeholders. Stakeholder participation is to be an integral component of evaluation design and planning; information collection; the development of findings; evaluation reporting and results dissemination.

4. Expected Output

The evaluation will report results in English within the length of 25-30 pages; two page recommendations, 3 pages executive summary and maximum 20 - 25 pages presentation of the findings – outlining as well the overall evaluation methods, their appropriateness and evaluation constraints faced, if any. The annexes are excluded from the above page limitation. The annexes should contain any literature consulted, data collection instruments, the ToR, list of interviewees and any additional information required. Prior to finalizing the evaluation report, the evaluator will submit a draft to NCA for comments and inputs.

5. Evaluation Methodology

The evaluation methodology will be proposed by the evaluator. However, NCA's strong preference is for the consultant to rely on qualitative methods, to probe findings from the endline study but especially to identify unintended effects and outcomes outside the logic model as formalised in the LFA. Participatory evaluative methods such as most significant change are encouraged to be applied. NCA Afghanistan will recruit a national consultant to assist the evaluator with data collection, translation, and interpretation should the evaluator require. Furthermore, the evaluator will prepare an inception report prior to the commencement of the evaluation field work. The inception report will present the proposed evaluation methodology, an evaluation matrix and instruments that will be used for the purpose of data collection in the field and evaluation timetable.

6.Evaluation Scope and Questions

While all OECD/DAC five criteria for evaluation are pertinent, the evaluation would focus on effectiveness, efficiency, impact and sustainability. Addressing the evaluation purpose will require that the consultant to provide answers to the following specific questions – which could be refined in the inception report:

  • · Relevancy: To what extent the programme has been aligned to National priority programmes and original programme documents and budget? Do the programme outputs match the priorities of the communities?
  • · Effectiveness: What has been the effectiveness of programme efforts and its positive role in building resilient communities? What has been the contribution of programme in changing the living conditions of the targeted communities?
  • · Efficiency: Is the relationship between the programme costs and results reasonable? Have the most efficient approaches been used during the implementation of the activities?
  • · Impact: What is the impact of the programme on the participants and wider sustainable development and peace? Is there evidence that the programme is having an impact (Positive/negative, intended or unintended) on key development issues and conflict drivers?
  • · Sustainability: Is there evidence that the results of the programme can be sustained? To what extent has the programme established processes and systems that are likely to support the continued implementation of the programme? Has the programme reached a critical mass of key actor? What are the challenges and advantages of such a number of participants for the sustainability of the community institutions established or strengthened?

Additional issues to be addressed by the evaluation

  • · Gender aspects: To what extent were gender aspects considered throughout the programme?
  • · Conflict sensitivity: To what extent was conflict sensitivity integrated into programming?
  • · Accountability: To what extent does the project lived up to accountability principles, in particular in relation to sharing of information, participation, and handling complaints, provided a complaint system is in place? To what extent have the involved partners followed up key accountability standards mentioned above with rights holders?
  • · Networking and bridge building: To what extent has the project encouraged (positive) relations between the different stakeholders (mentioned above under implementing stakeholders) on the one hand, and local/national government authorities on the other hand?
  • · NCA's added value: What is the added value of NCA under this programme?

7. Skills and Competencies

NCA is looking for an international evaluator who will be responsible for the analysis and the final report of the evaluation report, and for liaising with NCA. If there is a need felt by the international evaluator to recruit a local consultant to provide assistance to the evaluator, NCA will take this into consideration.

Applicants will be shortlisted based upon their expression of interest, budget and CV. The marking system is as follows:

  • Quality of proposal (35 points)
  • Experience in carrying out quality evaluations of a similar nature (15 points)
  • Familiarity with Afghanistan context. (10 points)
  • Experience with participatory evaluation tools (15 points)
  • Knowledge in development (5 points), peace building (5 points), conflict sensitivity (5 points) and gender mainstreaming (5 points)
  • Proven facilitation skills (5 points)

Those attaining 70 or more points will be shortlisted, and the Steering Group selected for this evaluation will then select the successful candidate. The purpose of the steering group in this instance is to ensure that all procurement is carried out objectively in a fair and transparent manner in order to prevent conflict of interests and corruption. The evaluation will be advertised openly as this will generate competition and promote transparency and accountability.

8.Time frame

The evaluation is planned to be undertaken in July – August 2016. The evaluation will include meetings and workshop with NCA and partners’ staff, expatriate staff of NCA working in Afghanistan and the advisors from NCA’s HO in Oslo. NCA recommends these meeting to be organized prior to field visits and collection of data for the evaluation. This will enhance evaluator understanding and knowledge on the programme modality and working approaches of NCA and its partner organizations. However, the potential evaluator may offer other suggestions such as the necessary interaction with the stakeholders defined. The following is a proposed time table that may be revised after discussions between parties.

  • 16th May 2016 - Submission of expression of interest, budget and CV
  • 31st May 2016 - Selection of consultant
  • 18th June 2016 - Submission of inception report to NCA, after desk review of relevant documentation and kick-off skype with NCA.
  • 10 – 13th July 2016 (4 days) - Meetings with stakeholders and data collection in Kabul
  • 14 – 25th July 2016 (12 days) - Data collection from field
  • 26th July – 2nd August 2016 (7 days) - Submission of draft evaluation report
  • 10th August 2016 - Draft version reviewed and commented by NCA and sent to the evaluator for revision and finalization
  • 12th August 2016 (2 days) - Submission of the final report to NCA Total working days = 25

NCA is rendering a humanitarian and development programme in the Middle East and is currently responding to conflict affected populations in Syria and Northern Iraq with humanitarian assistance, primarily within the Water, Sanitation and Hygiene (WASH) sector. NCA has been operational for this emergency response since January 2015 and is steadily increasing its commitment.

NCA is now seeking an experienced Logistics Advisor to work with the humanitarian programme in Northern Iraq and NCA's office. NCA is responsible for WASH activities in four IDP camps serving 45,000 people in Dohuk as well as in return areas in Sinjar. NCA is also involved through partners in programmes assisting victims of gender based violence.

The Advisor will be responsible for managing all logistical processes for NCA in Northern Iraq and will report to the Team Leader at NCA Duhok. Northern Iraq Kurdistan Region (NIKR) is a developed area with relatively good access to a wide range of services, including shopping malls, hotels and restaurants.

This is a 12 month contract with an ASAP start date. NIKR is currently declared as a medium security risk area but some of NCAs programmes are conducted closer to the conflict zone, which is declared as high risk.

Job description

  • Advise NCA's Team Leader in Dohuk on all logistical matters.
  • Be responsible for NCA's logistical processes in NIKR, which includes the management and quality assurance of the full Procurement Process, as well as Supply Chain and Warehouse Management.

In this regard we are now looking for independent conultant to deliver a report providing analysis and recommendations related to humanitarian protection needs for vulnerable religious minority groups in Syria and Iraq. The basis for the analysis and final report write up is a desk review already done of secondary sources, additional secondary sources secured after the finalization of the desk review as well as primary data gathered by NCA. The consultant is expected to do some further research to fill gaps in the information gathered.   • The evaluator(s) will conduct visits to NCA partners in Botswana, Mozambique, South Africa and Zimbabwe to interview staff of the partner organisations as well as rights holders and duty bearers targeted within the programme. NCA has collaborated with international and local partners in the Dominican Republic and Haiti since the 1980s, in close cooperation with the Norwegian ministry of foreign affairs. Our programme has since the beginning had a binational component, focussing on the relation between Haiti and the Dominican Republic and the protection of the rights of Haitian immigrants, Dominicans of Haitian descent and returnees and deportees to Haiti. In 2015, after the implementation of a 5 year Global Strategy, NCA Haiti developed a new strategy for the period 2016-2020, which includes a binational programme in Haiti and the Dominican Republic.

NCA is seeking a consultant to evaluate our binational strategy, and in particular the theory of change. The overall aim of the evaluation is to improve the quality of NCA's binational programme through revisiting the theory of change developed for the programme, assessing progress towards achievement of the goals and preconditions, reviewing the assumptions in light of progress and pointing NCA towards any gaps in the theory of change. Specific objectives and questions include:

• What is the progress to date on the programme goals?
• Is the development of the programme consistent with the theory of change?
• Are there underlying assumptions that are not addressed sufficiently in the theory of change?
• What is NCA and partners' main strengths and added value in achieving the goal of the program?
• Where should emphasis lie for programming in 2017, in order to obtain the goal?

The evaluation is expected to be completed within 25 working days, of which 15 will be spent in the field. The evaluation should start in November 2016, to be completed by the end of the year.
The field visit will take place in the border areas between Haiti and the Dominican Republic (in particular the areas of Belladère and Thomassique), Santo Domingo, and other locations the consultant finds necessary to visit, if any.

Job description It is expected that the selected consultant will develop the methodology, methods and tools for data collection and analysis. The following key elements should guide the development of the proposed methodology, methods and tools: • Triangulation of methods • Considerable attention to gender and conflict sensitivity • Participatory approaches and consultation with a broad range of stakeholders. All success criteria and methods should be developed with partners. Target groups must be considered, such as community members, local government authorities, religious leaders, companies and CSOs working in project areas and other relevant actors. • Piloting of tools should be done before finalizations. The methods should be simple to use to ensure replicability • Possibilities for expansion with the inclusion of any new projects or partners.

Qualifications • Extensive (at least 7 years) experience in research and analysis. • Experience with evaluations and Theory of Change development • Experience with conducting surveys, interviews and other data collection methods • Excellent knowledge of English and Spanish. Knowledge of French or Haitian creole will be considered a considerable advantage. • Strong understanding of the social and political context of the Dominican Republic; Haiti and in particular of issues of binational concern between the two countries.

Location for the position is flexible, with potential for the right person to be home-based, Geneva-based or in one of NCA’s office. 60% of the position includes field deployment providing support to FST target countries and operations globally. Job Description

Coordination:

· Providing technical support to ongoing emergencies.

· Assess the capacity of pre-existing WASH coordination structures, advising upon the appropriate approach for support.

· Contribute to the review, refinement and promotion of procedures, tools and approaches adopted by WASH partners and contribute to their application within the FST membership.

Technical Support and Mentoring to Country Cluster coordinator:

· Support and advise sector coordinators to meet work related and personal objectives.

For its 2014 established office in Dohuk, NCA is recruiting an experienced Team Leader. Qualifications

•University education on minimum Bachelor level in one or more relevant subjects. •Minimum seven years of management experience of staff, a project and/or office. •Experience from programmatic work in a high-risk, conflict and/or emergency setting. •Interest in and exposure to security management. •General knowledge about processes for budgeting, financial control and procurement. •Experience with government and UN coordination mechanisms. •Interest in and knowledge about Iraq and/or the Middle East region. •Strong analytical, proposal writing and reporting skills. •Fluency in English. Working knowledge of Arabic and/or Kurdish is an asset.

For its 2014 established office in Dohuk, NCA is recruiting a WASH Manager for North Iraq. The programs in Kurdistan Region of Iraq (KRI) and Ninewa governorate include integrated Water Sanitation and Hygiene promotion (WASH) to Internally Displaced Persons (IDPs) in camps and returnees in host communities.

The WASH Manager is expected to develop and quality assure NCA’s WASH activities. The aim is to contribute towards positive health outcomes for IDPs and host communities through adequate and cost-effective WASH responses. They will report to the Team Leader for North Iraq, located in Dohuk.

The contract is for 12 months starting on January 2, 2017.

Job description

•Develop response plans to potential humanitarian crisis and disease outbreaks. •Lead new WASH needs assessments and quality assure KAP-surveys. •Contribute to funding proposals and budgets. •Quality assure WASH designs, procurement plans and Bill of Quantities. •Develop, monitor and strengthen all components and aspects of NCA’s WASH projects, including soft- and hardware components as well as data collection and reporting. •Manage, supervise and coach WASH staff. •Conduct strict budget control in cooperation with NCA’s Team Leader and Finance Manager. •Participate in relevant coordination mechanisms for WASH. •Obtain together with national staff permits and approvals for new WASH projects and cooperate closely with relevant government authorities and local communities.

Qualifications

•University education in engineering on bachelor or master degree level in one or more of the following subjects: water, sanitation or civil engineering. •Minimum 5 years project management experience, preferably from governmental or non-governmental organizations. •Experience with developing and/or quality assuring plans, designs, detailed Bill of Quantities and technical specifications for water supply and/or sanitation infrastructure. •Experience with managing and monitoring water supply and/or sanitation projects under construction and/or for operations and maintenance. •Previous exposure to relevant government structures and processes for approval of construction and operations of water and/or sanitation schemes. •Knowledge about the application of minimum standards for WASH. •Background from complex humanitarian crisis and exposure to security and risk management. •Good working knowledge of English and preferably Arabic and/or Kurdish.
